Have you determined if it is the shifter that's stuck, or the transmission? You may want to unhook the linkage and see what moves and what doesn't.

Had one of those Sears mowers from about that time that was always hard shifting. Seemed to bind up right where it went into the gearbox under the seat. Kept lubing it up with WD40 and penetrating oil to no avail. Sad to say, the shift arm finally broke right at the gearbox and I unloaded the otherwise good little mower as I didn't have time to tear it apart to fix it. With mine, I figured it was some combination of dirt and rust that caused the binding because we had no place to store it and it sat out for quite a while.
