I run my pto generator with modern tractors, and the governor on everyone I've tried has NO problem adjusting to the load of the gen set, as the load go's up and down...
There's "lot's" of pto gen set's in use around here when there's an extended outage, and I've never seen or heard of one complaint about lack of governor sensitivity for the tractors running them...
