Joe 66 - Without removing anything, you should be able to use a voltmeter at the terminal/plug where the glow plug wire terminates on the top of the engine. When you first turn the key to the "RUN" position, even if your lamp is out, you should sense 12 v at the plug. From what you've described, my guess is you won't, and the problem is in the relay.
Peonman - Also check the red cable terminal on the starter. NH has used a red boot over the cable-end and the boot holds in moisture. On my TC 40D, the bolt of the starter and the wire terminal were both already corroded after only one year. I took both off, cleaned them up and put a good coat of grease on everything before reassembly.
