Govenor gear removal

I have my governor assembly removed on a 52 A. I can not get the gears to come out. Is it supposed to come out as a unit? I have some side to side movement. Also there is a great deal of rust. Thanks in advance.

After I got my 1949 A and made my first attempt at tractor painting my uncle (long time John Deere dealer) was visiting one night and offered to give me some help getting the tractor running. He showed me how to set the distributor timing using an old transistor radio and some tricks to get the generator to charge. Then he looked me in the eyes while tapping on the governor with his screw driver and said "keep your hands off this". Enough said.

It should come out as a unit. The throttle control lever needs to pivot while pulling it out to allow the fork to move out of the way.
