So my elderly father had a mishap with a Harbor Freight battery trickle charger, and it burned up the wiring and dash of his tractor. Looks like Wiring harness, dash, switches/gauges and steering wheel all melted and burned.

Insurance gave them a crazy settlement, and he offered the machine to me to repair.

Luckily the hood was open, so its fine. I think the engine is OK, although its hard to say as I haven't seen it.

Is it possible to start the engine with a portable battery pack, assuming I can bypass any safety switches? Is there a manual way to release the turn-off solenoid?

I've never seen that engine, but you can start it by connecting a battery to the starter and cranking it. It may be hard to start if it has glow plugs, unless you figure out how to energize them for a short time.
Assuming it has a fuel solenoid like a regular tractor, it needs 12v to open the fuel solenoid. If the 12v goes away, fuel goes off. If by "manual" you mean defeating the solenoid, I guess you could try taking the cover off it to see if there's someway to force the plunger to stay in the open position. But you'd need some way to turn it off. I guess you could stuff a rag in the air intake and starve it until it died.
I assume it has a fan belt and doesn't have an electric cooling fan, that would need power too.

Be careful. Pretty easy to jump start a diesel at the starter. Once started it will electrify all that burnt wiring? How are you going to shut it off? Fuel shutoff? Fuel system rubber lines need replaced? Without knowing the full damage you can go from a mess to a tractor fire real quick if started. Good reason for repairs before starting.
Start by beefing up your fire extinguisher supply and consider mounting one on the machine.

Sounds like It would take considerable amount or time and money for an experienced mechanic to repair. With high current wiring damage I would be more worried about damage I couldn’t see than what I could. Do you have the time, skills, expertise, equipment, manuals, tools to repair? Challenging project.

Older equipment I was pretty good at repairing. Some of the newer stuff is more of a struggle.
