Hey TV, replacing that relay "always" fixes that problem. What next? Other than assuming the new relay is bad, you would have to trace the wire that turns on the light and try to see if it's shorted somewhere, also look at the printed circuit of the dash itself to see if some corrosion or other foreign material is shorting across to turn on the light. It may help, when it happens if you can stick a test light at the glow plugs themselves to see if you are actually recieving power to the plugs when the light comes on. Another thought, intermittent connection in ignition switch causing the start sequence to restart while already running/operating. Good luck on this one......
