Washboarding is due to tire bounce as the driving wheels lose traction. I have seen washboards on well built, almost flat gravel roads because the yahoos go around a corner and then leadfoot to build speed. It may be as much driver error as a road problem. If your gravel is not compacting, it may help to grade it out and then roll it. Some rollers don't handle hills well, so ask around. A leadfoot delivery driver will still wreck the top layer, though. You might post a sign asking people to switch to 4wd at the bottom.
