The PTO speed of 900 RPM is at engine rated RPM. The old L models which had a 2400 RPM Gravely engine had different gearing than the later tractors that had Kohler, Briggs, etc which were rated at 3600 RPM. In any case, the PTO RPM stayed the same.
The blower gearing is what it is, so 10:1 seems fine to me.
Be aware that some snow blowers have a bronze gear in them. As such GL4 lubricant is mandatory. GL5 acts more like cutting oil to yellow metal.
