First of all I'm glad to hear you are safe and your family too I hope. We can't do much from here in NZ but we watch the news and just despair for your city/state.
Insurance claim is the most important thing to do right away. Claim total loss on everything. Then use what you can, like the tractor, anyway. Volume is to your advantage. Claims will 'swamp' (excuse the pun) the insurers They aren't going to dismantle it to see if there was water in the ignition switch or sump...
Above posts advice covers start-up prep. On Kub's I have worked on that got submerged (1 x Drove into a pond) the starter motor failed some-time later due to water ingress and incomplete drying/cleaning. It's low down and got totally wet. But it worked for a few weeks before the corrosion took hold. Customer didn't want the expense of S.Motor overhaul so he gambled - and lost eventually.
Hoping all goes well for your recovery. It will be a long haul.
