Hauling diesal on a trailer

what are or where can I find what the rules are?
We (work) have a 500 gl trailer mounted tank to haul fuel in to feed our gen sets when we are without power due to hurricanes but I be darned if I can find on the Fla DOT site what the rules are and they are not very timely about replying to e-mails

A buddy's farmhas one on a trailer, it's got lights on it and the tank is chained down but that's about it.
LEGAL???? Would I be involved with something illegal?

It's a 500 gallon tank.
