What kind of horse power would a tractor need to be to pull this?
What's an approximate value?

It's a pull scraper aka pull pan. You'd need the inside dimensions (height+heaped, width and length) to figure out the yardage and weight capacity, then add in the pan weight to figure out tractor size. The tractor would have to handle about 1/3 of the total combined weight on the drawbar.

Ashland makes a small pull scraper that holds around 2-3 yds for less than 10k. There's a video online with a 40hp tractor pulling one.

I used a 5 yard scraper building a pond pulled by a 9000 Ford (130 HP) with dual rear tires. I was pulling it in medium clay soil and with 1000 pounds of weight on the front, ballast in the front and rear tires, it would pull the front tires off the ground loading it up.
That scraper in the photo wont be pulled by a CUT or even utility tractor except maybe down the highway or unless it is just picking up loose, dry sand and then it may overload the drawbar capacity.

Does it have front wheels?

Thanks guys. Yes I was trying to see if a cut would PPP ull it but I guess not. I want dig out a lake in the next five years but just may get it done. Just thinking and dreaming silly ideas for now I guess.

BTW, 99% sure it did not have front wheels. I saw it 7-8 months ago but forgot about it until I uploaded my pictures for my phone to my PC.
