Good Evening Everyone,
I've been to all the local shops and they have not been able to help me.

Recently I purchased a 1990 Cub Cadet 1541.
Model: 141661100, Serial: 813576

Included was an International Harvester Rotary Tiller.
Model: 2, Serial: 3130283U20242.

The problem is the tiller manual doesn't show the same hookups that my tractor has.
It bolts up nicely and the tiller works but I am not able to raise or lower it.

There are two arms in the back. Should these lower with the hydraulics?
If I can get these to move I will be able to get it working.

You have a Cat 0 3pt hitch on that tractor. And yes, those upper arm sre supposed to move up and down with the hydraulics. If they are not moving, then you need to remove the tunnel cover and check and see if there is a bar that runs back to the hitch arms from the hydrualic cylinder. If there isn't, then you need to find one since you have to have that for the hitch to work. It's a big chunk of steel, so you can't miss it. If it is there then we need to find out where it's not connected and get it connected. Or it could be some sheered pins in the rear lift section. It shouldn't be too hard to get it going.

Do you know if there is some sort of lock for the arms?
The rod between the arms moves in and out with the hydraulics but the arms appear to be locked in place.

Well I can't find the parts diagrams on you hitch, but it's possible that they are locked out. i really don't know any thing about you 3pt, but I would start looking for "spiral" pins that connect the lift arms to the shaft that is moving. You might have to move the pins that are in it to a different hole. Or you could just have the pins sheared off. You will have to remove the rear fenders to get to it though.

One step closer!
There was a pin I needed to push in on the right side to release the arms. They are now moving!

Next problem:
The tiller doesn't go down far enough.
It only comes down far enough to touch the ground. I believe it should go down about another 6".

I figure either the hydraulic arms should come down further or the guy gave me the wrong side brackets.

Here is a picture fully lowered. Think the side bracket is too short?
Notice the hydraulic arm at it's lowest point is vertical.
