I have been working on this for a few days, I loosened the fan belt, connected a booster battery between the armature and field terminal and the
generator turns, so the generator is OK. I just put in a new voltage regulator and still not charging??
I disconnected the field wire from the new regulator, there is no voltage being sent to the generator to cause magnitic field.
I red that I can do a quick test connecting the field wire to the battery while running, OOPS, caused the wire to get hot in seconds.
anyone know what I need to do to get this started?

Generators produce power, you don't supply power to them ( from my VW experience ) not sure how they work on a tractor but I converted my VW to an alternator and eliminated the regulator all together, maybe do the same if its possible? That would make it a single wire to the battery (+) to keep it fully charged.

Do a search on "polarizing generator". Maybe that is all you need to do, it's worked for me several times.

12 volt and generator dont belong in the same sentance when talking about a 640. If you truly have a 12 volt battery and still have a generator, it will never fully charge unless you have a 12 volt generator from a diesel tractor from the 59 to 64 era. You either need a 6 volt battery, or complete the rest of the 12 volt conversion with an alternator and whatever else may not have been done to do a complete 12 conversion.

Sorry for not closing this post. Resolved.
The Voltage regulator I bought was bad. I replaced it again and I get a good charge Idle 500RPM reads 12.8 volts
1200RPM 13.2 Volts.
