Check that you have fitted the pistons in the correct way ,they can be fitted the wrong way round and they will bind on the sides of the pump end plates.
When you strip the pump assemble the pistons ONE AT A TIME and run a straight edge across the valve chamber face ,the piston should have clearance there.
Also make sure the rear camblock ,the one with the reduced diameter that the control valve oscilator runs on is properly assembled that is the only two things that will make the pump hard to turn.
I am talking just the main hydraulic pump .
If you are talking the pump AND the auxiliary pump together no you wont be adle to turn by hand ,well it will be difficult ,if you put a pair of VICEgrips on the shaft it will turn .
