This guy does not have enough smarts not to allow passengers, now he is pushing a Bill to stop others with no sense. The blind leading the blind.

Bill would prohibit children from riding on mowers
-----------
MONTGOMERY, February 11 -- State Rep. Michael Millican has introduced a bill in the Legislature that would make it illegal for children under 12 to ride on lawnmowers, even if they are with an adult.
The Hamilton Democrat says he sponsored the bill at the request of James Mitchell.
Mitchell says he hopes no one else has to live through the horror his family experienced on August 16th.
He had his grandson with him on a mower and the child fell off. Suddenly he was under the mower.
The 8-year-old suffered massive head injuries and was transferred that night to Children's Hospital in Birmingham. Since then the second grader has had a brain infection, several operations, and still faces months of painful treatment.
The mower bill came up for debate in the House Thursday, but got caught in a slowdown by Republicans upset over the recent passage of a congressional redistricting plan. It's expected to come back up on the House work agenda this week.
The bill requires no penalty for the first time an adult is cited, but there is a $50 fine for subsequent violations.
