Can't remember using the H gear in my L3400 before a few days ago. Noticed going up the driveway the tractor would nearly stop and the pressure on the pedal would drop. Then it would build up power and keep going. Thought I would ask if this was normal before calling the dealer?

Not sure how "up" your driveway is but on my L2800(same tractor smaller motor) H gear has enuff poop for going downhill or on the flat with a tailwind but no bottom for pulling any kind of hill.

I feel certain that is normal since all 13 of my Kubotas do not pull up hill in high gear like they do in low or medium and act just like yours under the same circumstances. I only use H when I'm on flat paved or downhill paved road and really want to go fast. I think that's what high gear is for and have always thought that from my first vehicle in 1964. (A 1935 Dodge 4 Dr Sedan).
