Yes, with a pressure cutoff switch, bypass pump or Pressure/Bypass Valve (sends water back to tank once pressure has built up). Not sure about 100 psi though. Municipal water pressure is usually between 45-60 psi.

Trailer
Water storage tank (275 gal Tote or more)
Insulated Box around components to protect from freezing and to block sunlight to minimize fungal growth in the tank.
Primary Pump System (about the same as a garden hose, RV type setup, for minimal use and always pressurized ready for use)
12 volt pump @ 2.2 gpm, pressure switch activated 35 psi
12 volt battery (deep cycle)
optional solar battery charger
Pressurized Water Well Tank (20 gal bladder tank, keeps pump from cycling frequently)
Plumbing
Secondary Pump System
PTO Roller Pump (could be belt driven by small gas engine)(Volume and Pressure are determined by the pump)
Pressure/Bypass Valve (sends water back to tank once pressure has built up to desired psi) or no valve for volume water transfer.

Note: Both Primary and Secondary are independent so they can be used and plumed at the same time.
Option 3
Gas centrifugal pump to transfer water or to refill tanks from pond, stream or shallow well.
Option 4
Gas powered Pressure Washer, use a suction grade hose directly to the water tank.
There are many configurations depending on your needs. As for watering your cattle, if the tank on the trailer is above the water troffs gravity would work real good with just a 2 inch hose.
