Traction Hinomoto N239D Handbrake does not work

Well, the only thing that does not seem to work is the hand brake on my 2 day old tractor. Still trying to source parts/service manuals.... I am a good wrench with cars and motorcycles (this is my first tractor)... before starting to look at this problem, any words of wisdom on what I should be looking at as the source of the problem?

Just noticed you have a Hino Moto. Have you had any luck sourcing any info as I have one with a petrol engine & backhoe attachment. All I know is that it was made in Japan in the 1970's. Is This correct? Where do you find the model number? Any info would be much appreciated thanks.

Mine was built between 1988 and 1992 if I am not mistaken. The model number is on the engine cover, cannot miss it. In terms of sourcing parts, I am still working on it. I have only owned it for two weeks.
