We have hit 2 " HP mains while pulling curb , It was in the concrete . Locator said minimal 2 ft of cover or it is not a liability .

I'm surprised the locater would make such a statement. When I was still working for the provincial power utility one of my many duties was to locate lines and it was the responsibility of whomever was doing the excavating to daylight them since there was no way to guarantee that somebody hadn't removed cover between the time the lines were installed and the present.
