honda gx 390 problem

I have this problem posted in the video. I clean the carburater,adjust the valves,change the spark plug and the noise persist

It's not under load, on the load seems ok.

A lot of the Honda engines have a rev limiter built into the ignition module Cutout is 4000 rpm.

Sometimes there is not a lot of mass in a modern small engine with no load. The governor hunts a little, then under load they sound fine. The flywheels are often very light. I’ve got a push mower that does the same thing, but when it’s cutting grass it sounds fine

Don't know what version FF is on, dont keep track of that. After 30 years in IT, I use TOR on Linux, but its a little technical for the man in the street.

The engine is on the pressure washer pump and when i don't pull the trigger the engine sound like in the video for example "run in rev limiter".when is on load or in the first minute before engine went hot the engine run fine.
