Looks good, you shouldn't have any problems with drainage. You might want to reconsider the decision on hogfuel. Eventually, it just breaks down and you'll have to replace it. In an outdoor shelter, I'm not that sure of the value.....but then I don't live in the NE and you're probably better off getting advice from neighbors on the pros and cons.
When I split them, I usually use 2X6 tongue & groove (first one with ground contact is treated, the rest aren't).
