How bad is a shenniu

Recently got this tractor wonder if it is a good one to fix up or not.I payed 1500 for it 4wd seems too have just few minor problems like fuel issues and pto engageing any advice or opinions would be great

Parts are going to be tough but other than that for $1500 I would be pleased. You can not get a 2N for that around here.
