I live in Florida and want to smooth out my property so it's not such a pain to mow. Can I just disc it and then drag something like a couple rr ties or what? The reason I say disc is because a friend will let me use his.

I don't know much about your land, but if you are going to drag something like RR ties, it seems to work better to not have them parallel but rather closer together at one end. This helps avoid creating more dips..

If you have access to a disc and couple of big railroad ties they should do a good job of leveling. If you chained them together in a zigzag pattern so they would naturally pull the dirt to one end then reverse it on the second tie to move it back across then it should knock down the highs and shuffle it to the lows. Start with the first tie closer to the disc on one side by at least a foot, then separate by about a foot on the second tie and let it drag about 2 foot apart on the other end. Adjust as necessary so that it is moving the dirt back and forth. Just make sure you adjust your third arm to where the tandem disc is not hilling in or scalloping out. Drag type are not to bad but still need to be properly adjusted so the finished product is fairly level. You may need to do this in 2 or more directions to get a good finish. Make sure the ties are wider than the disc so they fill in the outside disc furrow. I would disc in one direction and then perhaps go diagonal across it and if needed diagonal across the diagonal again. That will give you 3 directions of movement of the soil to shift the highs to the lows.
