how do you remove sheet metal housing under steering wheel part of dash

I have 1968 ford 4500 tractor I need to remove dash or what ever its called,all I can see are two bolts under the hood on either side connecting to a support rod which is connected to engine I know you have to remove steering wheel I do not see any more screws or bolts of any kind
