Well, we've had pretty good luck with our rental car purchase so far. It was a 2013 Impala with 18,000 miles on it for about half the price of new and about 12 months old. It still had factory warranty and runs fine. Its got close to 60K on it now and running fine. The original tires wore out at about 56K. The brakes (rotors and pads) were also replace around that time. The only thing to go wrong with it so far is the sensor that detects the amount of ethanol in the fuel (its an E85 capable car). It was reporting water in the fuel when there was none. That was covered under warranty.

First of all the steering and brakes have to be 100%. Besides having lots of tread, the summer tires have to be high wet weather traction. The winter tires have to have the mountain and snowflake symbol.
