1953 Ford jubilee
So my tractor won’t go uphill because It runs out of gas and stalls and I think I traced it back to the governor. The governor works to slow down tractor to maintain speed downhill but going uphill it stalls. I don’t know if the linkage is out of adjustment or if it’s something else. Any feedback appreciated

The governor is speed driven balls sling
Out as it speeds up so pushes carb linkage back
So as engine speed slows governor opens throttle back up so
If governor is working and it stalls out you need to shift to a lower gear or you running
Out of gas.take off carb clean out jets check float height
There are some holes hard to get to
So soaking it carb cleaner is always a good idea
Make sure air cleaner is also clear
I have seen old oil baths plugged solid
Not enough air to gas ratio easy way to check is take off hose to air cleaner and run it on same hill

Did you check to be sure the governor is working? With the engine running grab the governor rod and pull it toward the back of the tractor, you should feel the governor pull forward on the rod. If you feel the pull the governor is working. It is then most likely the carburetor is out of adjustment, dirty or as suggested the oil bath air cleaner. Try backing the high speed jet out 1/2 turn to see if it is any better. If so there's yer problem, the carb.

Here is how to adjust the linkages if you still feel that is your problem.

Have the backend of both rods loose. With the governor arm held back at its rear most position and the carburetor throttle shaft at its rear position (high idle) adjust the (short lower) rod so that it will just fit in place. Nest adjust the idle screw on the carburetor throttle shaft out (counter clockwise) until it is not touching the stop. Then hold the governor arm forward and have the throttle lever on the dash in the idle position, adjust the throttle rod (top ,with spring) to just fit in place. Done, remember to reajust the idle screw to idle at 450-500 rpm or so when running.

Where is the screw for the jet?

Also I can rule out air filter. Also a backfire can be heard when it wants to stall

Before you go screwing around with the carb are you SURE the spark is good? It must be bright blue and snappy or it is not going to run or pull a load correctly... PERIOD! More good carburetors and fuel systems have been mess up because of bad ignition spark. It must be right before doing anything else to the tractor.
