how to adjust PTO engagement lever

Have a Deutz 6260 and the only way that I can engage the PTO is that I have to turn the tractor off, engage, then turn back on and same to get
it out of gear. Any recommendations would be appreciated.

Does it grind when you try to shift it?
Or does it just not shift at all while running?
