How to adjust the idle

This tractor has never idled at minimum throttle. I have to have it about 1/8 of the way open. but seems to run fine. Also there is no fuel in the return lines from the top of the injectors.
So how do I fix this? or does it matter? The return lines on top of the injectors that do not have any fuel in them return fuel to the tank, and to the preheater for the engine.
My ford 6.9 and 7.3 IDI had tons of fuel in the return from the injectors.\

The the return lines from your injectors are just leak-off lines, so don't expect any fuel there until the injectors become worn or damaged.
The three basic types of fuel systems include pump-line-nozzle (PLN), unit injector, and common rail. On your tractor you have the pump-line-nozzle, or more precisely, pump-line-injector. Normally on these tractors the fuel return line from the injection pump is routed through this circuit on the way back to the tank, so then you must have two fuel "return" lines?
Assuming you have a tach on your tractor, what is the low idle speed now?

There is a Idle adjustment on the fuel injecton pump, ? Follow the linkage to the pump, there is a threaded rod you can adjust up or down with a small screwdriver

Then do as Tommy says. You can see which is the low idle adjustment by observing the linkage when you operate the throttle. Also, the low idle stop will not have a tamper seal on it.
You also need to do some re-plumbing of your fuel return system to make your pre-heater work. It won't work without fuel in it.
