Is 5/16 ID hose sufficient on a logsplitter running at 3000psi and 16gpm pump , a 4inch ID ram 9hp honda motor. It seems smaller than usual but how will it affect speed and pressure at the ram if at all please?

For that, you would an hydraulic hose flow rate chart. This will give you all the info you need to choose the right hose.
Here is an example. You have the GPM on the left, the recommended velocity of the fluid on the right. Connecting both with a line, will give you the proper hose size on the middle.
5/16" is way too small. This would most likely cause the pump to constantly go in the low volume-high pressure mode because of all the restriction of the small hose and fittings.
For 16GPM, you could go with 1/2", although is right on the edge of it. 5/8" would probably be the ideal one.

The basic way to size hose for a hydraulic pump is to match pump outlet size minimum or one size larger. Also check hydraulic fitting as some styles or brands are restrictive.
