How to lock the brakes?

on a TL2300.......there must be some way to make an adjustment or something so that when you step on the brake pedal both brakes work........this ol car driver in an emergency is afraid that having to think which brake pedal to step on or find that spot that hits both of them is gonna be kinda tricky when I need to STAB the brakes........I have yet to use the independent brakes.....yes, I know they are useful for turning, just have little need so far.....I would rather set them up for them both working at the same time........

On the back side of the pedals there is a bar that flips over and makes both pedals one.
