I like the idea of pulling what you can, roots and all. It will remove some bio-matter but my understanding is that woody roots don't add much to the soil anyway. Pulling them will also help aerate the soil somewhat. Using straps or a chain from the bottom with a helper on top seems the way to go, that is how I did my hill but I didn't have a tractor yet, a jeep wagon was my tractor.
Once I had everything removed I planted Daikon Radishes for 2 years, tilling them in each time they expired. They really loosened the soil up added nutrients, pulled nutrients up from way down deep, and helped to get the rocks loosened up quit a bit so removing them was easier too. I was also able to form terraces in the hill, nothing fancy and no walls, just spots that were flatter than the others.
It is now a slightly terraced garden of perennials that the better half maintains and I just enjoy.
