If those parts were made to a customer's specification, it may be illegal to sell them to anyone else, except for scrap. Otherwise you would be using their intellectual property without permission. Also, for a regular company to have excess inventory is not unusual but for a job shop to have parts like that, its very possible that they didn't meet spec and were going to be reworked one of these days... Pure speculation here, of course.

There is a thriving automotive after-market and a thriving marine after-market that sell parts(not made by OEM or supplier) made to replace OEM parts. Job shop have minimal if any intellectual property rights to what it makes. Unless there are patents involved, it may be considered bad form but not illegal. And the ens user has not always been the greatest respecter of intellectual property rights of its suppliers. Ask me how I know.
