I've only read about one regulator for FEL and 2500psi~ is normal

To my knowledge Cat l or Cat ll refers to size of pins & dimensions between draft pins on a 3pt hitch but has no bearing on hyd pressures.

CAT 2 can lift 50% more weight so either larger cylinders or more pressure,

Every different model will have different lift capabilities.
The Cat 1 or 2 is sizing not lift capacities.
The lift capacity is determined more by sizing and linkage design, which will include pressure, linkage leverage and cylinder sizing.
IH 574 Cat 2, 3969 pound lift
IH 1066 Cat 2, 5600 pounds
CIH Puma 125 Cat 2, 12,185 to 15,197 pounds

As others have said... CAT 1-3 are 3pt hitch specifications. You can see them at TractorData.com - Three-Point Hitch. you accomplish the bigger lift capacities with bigger cylinders or different levers/gears in the system. Hydraulic pressure * cylinder size (in square inches) = cylinder force. Then that usually gets reduced a lot due to leverage & making the end of the 3pt move a lit more than the hydraulic cylinders.

Old tractors often ran under 2,000psi
Modern tractors generally run close to 2,500psi
Skid steers generally run closer to 3,000psi
Excavators are less consistent, but often run over 5,000psi.

CAT0-3 are for the 3pt hit specs.

The hydraulics vary per machine.

Some of the newer excavators can run upwards of 6,000 psi (eg: some of the heavy Daewoo, Hitachi, and Hyundai units).
