It may be indicating the flow rate for each stage. As I understand, 2-stage pumps put out less flow in the second-stage, because they've adjusted to handle higher pressures.

What they seem to be saying is that your pump puts out 17.2 lpm in the first stage, and 6.3 lpm in the second stage. As BukitCase pointed out, it's common in Europe to use a comma in place of a decimal point. This also makes senses because the flow is shown in liters and not gallons.

The only place you will find a 2-stage pump, is on a logsplitter, trash compactor or anything that you don't need control of the hydraulics. You would not want your excavator,backhoe,dumptruck or most anything elce to change speed unexpectedly. Anyway! The first pump is what Yuchai calls a "Changeable Flow rate Pump" Around here, we would call it a "Variable-displacement pump" and it is 17.2 L/min. max flow. The second pump is what they call a "Constant Flow rate Pump" and it is 6.3 L/min.
