Good question.
Probably because the hoses move quite a bit when pressurized. In fact, you can see the movement it in the wear pattern on the hose.
It's time to put a radius on that bracket - or cut the front off and replace with a large thru bolt and rotating pipe.
Add heater hose if there is room.
Replace the worst of the hoses - it won't last the year. You can have one made at our local hydraulic shop for 20/30 bucks. Watch the others.

it's about profit, they'd have to charge $1 more, and would be out the replacement sale of the hoses that wore out!.
