Joe, the relief valve uses a spring to force a hydraulic port closed against pump pressure. The pressure builds until the force of the spring is overcome and the port is opened and the pressure bleeds off.

So, thinking about that spring -- compressing, or tightening it, increases the spring force. Extending, or loosening it, decreases the spring force.
