Okay just a quick update. I had to hire a professional to find out that there is a second reservoir of hydraulic fluid. It is located behind/under the seat. It is for the loader and steering. The front reservoir is for the transmission. I had the owners manual and shop guide. The owners manual was very poorly translated and makes no mention of this. I hope this helps someone in the future.

That is all well and good, but what was the problem with the lift arms.

Was the problem low fluid?

Did you ever use a hyd gage to test the pressure?

Did you ever check hose flow out of the loader valve?
