One of the restrictor velves wont lent fluid Through any idea what the problem may be

If it is a non-adjustable valve, some of those have a microscopic hole initially and can be drilled to a larger diameter. If you have an older model Ford, a lower pressure system, I would try removing the valve completely and try that.

How old is the mower? I think the newer ones have a adjustable flow control valve. Ken Sweet
