The pedal on my tractor diff. lock would get hard to engage because of lack of use. It's like it would rust in place. I have to keep the shaft lubed well on the outside or it will bind up. Once it is freed up it moves easily and engages like it should. Don't know how long this tractor has set but that might be your problem.
I got to buy a new tractor once (the above tractor I'm describing), that was 24 years ago . It still runs fine, and I'm guessing it's a good thing, because I don't see me getting a new one any time soon.

I recall reading something similar to;
Give a man a fish and he eats for a day, give him a fishing pole and he eats while the season lasts. Give a man a tractor and he spends the rest of his life looking for attachments.
Great tractor. I almost bought one, but just couldn't get together on the price. I'm still partial to that 1500 series and know you will enjoy it more and more as you get to know it better.
My average to date is about 3 days. That's how long it takes for my wife to speak to me after buying a "new" attachment that "I really didn't need". It's getting better though, it used to be only 2 days....

I think on most tractors youy cannot engage the diff lock unless the tractor is either moving forward or one wheel is spinning.
I normally find that if I want to engage the diff lock I either have to wait for one wheel to spinn out or drive in a straight line while trying to push the pedal down so as it will engage. It should then stay there. I normally find this happens at about half way down the travel of the pedal.
If you have an electronic diff lock on a tractor though it is a different matter.
