first thing that came to mind was...

roll shop towel dispenser
generally some sort of cover that flips up to load towels, and then hinges back down. and some sort of "tooth bar" to rip towels off a roll.
above be similar to public bathroom paper towel dispensers, for drying hands.

i could see the 6" pipe...
both horizontally and vertically.
horizontal. = put 2 end caps on. that can be removed to insert towel. and a notch cut in to one side.
--would most likely need to use a dremal to sand down the inside of the end caps to allow ends to be removed easily.
vertically = a larger base / end cap. so it does not fall over, and a top that pulls off. and you just pull sheets up and the roll spins around in side, (baby wipe tall bottles)

like the mail box idea the best. lid that should stay water proof. and cutting a notch in the bottom to pull towels out.

Depends on how you define "weather proof", but this one won't blow over...

If you don't have something to mount the paper towels under, I'd probably take an appropriate sized plastic container, mount it upside down, then use PVC pipe ran all the way through it for the rod.
Typically for the grill we just leave the paper towels in the cabinet until needed.
