I have used sandblasters for quite a bit of car restoration work and taking tar off is one thing that they are not good at. It might work if the temperature was very cold and the tar was brittle but forget about it when the tar is soft - the sand will just bounce off. If you really have to find a method to get the stuff off for some reason I would do some searching online at one of the home building / construction sites and maybe post some messages. Go to www.finehomebuilding.com and/or www.jlc.com and post some questions. If there is a method these guys will know what it is.
