idle out of control!!!

i have a 3647 Century that is about 5 years old. recently the fuel pump has stopped making its 'clicking' sound that it has always made, but more alarming is the fact that when i start it up it IMMEDIATELY tachs itself out to more that 3,000 rpm with no way to stop or slow it down other than turning the key off!! i was told the 'fuel rail' my have gotten stuck on the inside of the pump and to try and tap on it with a wooden or rubber mallet. i did and it is still doing the same thing! i am afraid that some water may have gotten into the fuel system, as the filler neck on the fuel tank is cracked, the second time this has happened!! i am thinking of having a steel fuel tank made for the right side of the tractor, and am wondering if anyone has done this and what kind of results to expect!
if someone knows what to do in regards to the crazy idle, please help me! i have not been able to use my tractor for 2 months and my pasture is looking like part of the Australian outback!! Thanks to all who reply, Tracy Mineola, TX

Water wouldn't cause this.

Have you checked the throttle linkage to make sure it isn't stuck open?

I may be way off on this, but isn't a run away throttle a sign of injector pump failure? I seem to have read that before. Like I said, I could be wrong though.
