I'd suggest jumping the starter solenoid terminal directly to the big positive 12 VDC lead on the starter.

What size conductor should I use to jump from the battery to the starter?

No, not from the battery. I mean a short jumper (12 or 14 gage is probably overkill). It only has to conduct 12 volts to the solenoid from the big lead attached to the starter. I'm assuming your battery cable to the starter is going to be okay. If you look at the image below, you will only jumper from the copper lug to the spade connector in the connector about 1" away. If your solenoid is good, the starter will immediately engage and start turning over the engine. This will show that with full power applied the starter will work and is not a faulty starter. It also will mean that you probably have a b ad starter switch or relay as others have pointed out.

I had the same issue just last weekend. Battery was fine but I noticed I had it in the lower (more often used) neutral position so I tried shifting to the upper neutral position and it fired right up. Several alternating tries at starting in each of the two positions confirmed I've got an issue with the lower position. Anyone else find this to be the problem and if so, can you recommend a fix?

Since your tractor has two neutral positions, I can only surmise that it also has two neutral sensing switches in parallel. The one for the lower neutral position is probably defective or has a broken or disconnected wire.

On my TC29D I have 2 neutral positions. It always starts reliably on the lower one, you have to kind of wiggle it around to get the upper one. So I start it on the lower one. Problem solved.
