IH 2444- 3pt. trouble

My 3 point goes up when you start the tractor, but will not lower with the drafting controls (controls to right of seat). It lowers or bleeds off when you shut off the tractor. I've tried turning both knobs under the seat & no change to the 3 point. When the tractor is running & the 3 point is up, you can hear it labor if you move the controls for the 3 point. The bucket/ loader on the front works great. Any ideas or help would be greatly appreciated.

If the controls are set all the way down, can you push down on the 3 point? Weight and gravity should be what brings them down, the knob under the seat should merely adjust how fast it can come down. If there is constant up pressure, and it will only bleed down with the tractor off, it is likely the valve/control stuck open.

If my understanding of the issue is correct, I see two problems. There should only be up pressure when the controls are brought up from the down position, and the position shouldn't bleed off when the tractor is off. Both these could be a single problem within the valve.
