IHC 424 Tractor w/ BD 154 Engine Fluttering

I was using my IH 424 (diesel BD154) Monday with my 6.5' flail mower to clip a pasture (very easy cutting). I noticed it would start fluttering (for lack of a better description) when runing at full throttle at times. I thought it may have been the govenor kicking in when going down hill, but happened on flat ground as well as going down and up hills and it ran fine other wize and I could fine a pattern as to when it was happening. I was not getting any abnormal black smoke and the power seemed fine.

I have not changed the fuel filter could that be it?
