Hi. Welcome. If needing a FEL 4x4 is a plus for many other uses for the FEL.
With your budget maybe looking at an older 4x4 would be a good choice.
Two wheel will have a tendency to spin out with a full load in the bucket.

I am sure others on here are more familiar with 2x2 small tractors. I know some old 8N's had buckets on them.

I'd be looking for a refurbished yanmar. There's plenty around here on Craigslist. A very small 2wd with loader should be doable for under 5k.

For around $4,000 I would be looking a Massey 135, Ford-2000, early Kubota L245/285/345, ect. Might take some looking, but at the top of your budget, or a hair more, their should be some.

Edit: something like this
Front end loader and tractor

Re-Edit: that one doesn't look to have a PTO or a 3 point, something that is often missing on industrial machines

I suppose a 2WD is better than a fork and wheelbarrow. However anybody that has ever used a FEL with a 2WD on slippery , muddy, snowy, hilly surfaces with a load in the bucket . After they trade up to a 4WD , they wonder why they ever put up with a 2WD at all.

Another thing to take into consideration is availability of parts for any tractor you do buy. A lot of Mitsubishi/Satoh parts are scarce and expensive if you do find them. Kubota and Yanmar parts are much easier to find. You never know when something is going to break or fail on you and when it does, you want to be able to get it fixed fast.

I also agree that with a FEL, you want 4WD, the front axle is stronger and you won't have the handling issues you'd get with 2WD in the smaller tractors.
