Later yet response. IF the liquid ballast is calcium chloride, then the "correct" water level will be ABOVE the Schrader valve and covering all of the internal rim. If the air level is upon the metal rim, rust will happen sooner rather than later. With beet juice, washer fluid, and antifreeze, you can set the level to suit your need, BUT it is best to leave about 10% volume with the air cushion to avoid bursting a tire on hard impacts. I jack the tire off the ground, put the Schrader at the top and liquid fill just until the fluid is at the valve opening, then replace the core and air up. I no longer use calcium chloride.
