What year is it a couple years ago I rebuilt a 55 to35 and had to put a new block in it because it was cracked between all the clyenders is it gas or diesel ? If it is gas I see if I can help you but it is diesel I m not sure but I try to help but I'm sure there is plenty of people on here who can help too good luck and keep us informed on what you find out.

IF you haven't tried to spin the motor> GOOD.. the rings or pistons themselves are probably stuck from sitting that long..
Pull the spark plugs.. put a concoction of transmission fluid & acetone down each cylinder & let it sit for a few days..
Now try to bar the engine over BY HAND.. <very important..
Make a few revolutions..
NOW, w/ the plugs still out.. spin it over w/ the starter & blow all that "fluid" that you put in the cylinders out..
ITS GONNA MAKE A MESS..so take precautions.. DONT stuff rags in the holes.!!! the spinning engine WILL suck them in the cylinders..
Once you get it all or most of it out.. put the plugs back in or get new ones & try it..
I'm sure you'll have more questions one you get it spinning but this will get you started..
GOOD LUCK.. TPG

I will have more questions this is true.
thanks for your help. Its gasoline I cleaned the tank too. The serial plate will tell me the year it was made and other info too right? I just finished rewiring
his(grandfathers) 72 ford f100 pickup. them crazy people wanted 550$ harness. and 65 and hour to install it. they must have lost their minds. I learned to drive in that truck. I think the tractor should be alot easier.

My only comment to this very good advice would to be to use a strong penetrant like PB Blaster. Also, I might consider a crankcase flush with some cheap, low vis motor oil with an engine cleaner added. I have had very good success with Rislone. Drain after an hour or two of very light operation. Watch the temperature gauge...don't overheat. Keep us posted on your progress.
