There used to be a unit called a HydrauLink that was a self contained hydraulic top link;
goggling HydrauLink toplink shows several links but it looks like the cat 1 units are out of stock.
Otherwise you will need to get a hydraulic source to operate a hydraulic top link.
The B21 is a tlb so you have a great hydraulic supply from the backhoe supply and return. Just need the right valve(s), QDs and hoses. Had that on my B20.

Factory OEM from Kubota is the most expensive but safe option.
The one you have linked to is a cat 1 top link using a 2" cylinder with an 8" stoke with an overall length of 20 to 28".
Not knowing your tractor , hitch or implement it is hard to say if that is the correct one for your application.
If you are using a manual screw adjustable top link at this time do you know what it's minimum and maximum length is and is it sufficient in adjustability.
You will need a hydraulic control valve and a hose set to operate that cylinder.
If I measured the top link correct, center of pin to center of pin. Longest is 27 5/8 shortest is 17 1/2 is 10"+ stroke, and end to end is 29 3/4 to 19 1/2 for 10.25 stroke. Is 28" cylinder short?? Also won't the cylinder length be ok for any attachment?
