I am trying to find out why we have water in the diesel.
Wondering if anyone else has this problem and if you know why this is happening and what can be done to stop this.

I can only guess. You could have gotten a bad tank of fuel. Condensation. Vandalism. A leak in the cap such that water after a rain let water in. You could drain the fuel and start over, perhaps a dry gas type additive could help reduce it.

If the tractor has a sediment bowl you might get some out that way. Change fuel filters.
If the tractor had a low tank of fuel and it sat out all winter condensation could be the cause.
